This building faces south onto Piazza San Marco. What you're seeing is a fairly common practice in Venice, perhaps engendered by their high rate of tourism: the scaffolding is covered in cloth with a picture on it. Considering the relatively unappealing remainder of the building, I'm having a hard time believing that's what it's going to look like when it's finished.
