Near the eastern end of the Gasp├ęsie peninsula, Quebec. Bird guides suggest this is a juvenile, either a Semipalmated Plover (much more common) or a Piping Plover. It looks more like the picture of the Piping Plover juvenile, but they're considerably less common.
